Around 1989, when southern NSW got the go ahead for aggregation. RVN-2, WIN-4 and CTC-7 all set up shop in each other's areas and used the idents Prime, WIN and Capital respectively.

That's what I was thinking: it appears to be slap-dash 1990s type construction in the post-deregulation television era.
