So, that constructor elected to make the tester in one piece (as would I) and has used rotary switches instead of fly leads for the pin connections (except of course for the top cap lead) -- which would have added significantly to the cost but is how professional testers were constructed.

And he has provided sockets for all of the commonly found valve types, too.

Going by the style of meter, it looks to have been built in the 1960s.

There is some very useful info in the Radiotron Designers Handbook. Showing various tests. One of the descriptions actually shows a 1V signal from a transformer being used & that would likely be for OP tubes as 1 - 1.5V is the sort of Signal voltage you put into them: Not to be confused with the DC grid bias.

Given a circuit diagram, it may not need to be a rapid fix, but I see no reason yet, as to why it cannot be cleaned up & made to run.
