Switches with dollies and covers that were un-insulated would be very unusual. I doubt such switches would have been allowed in NSW. If you lose the neutral (and it does happen) then everything would be live. The only brass switches I've seen have porcelain components to insulate metal parts and in the case of DC, quench the spark created when the load is turned off.

I believe Andrew is referring to an old house in Adelaide.

Also, not sure that MEN would have applied to that installation at the time of the original wiring.
