 Can’t get a picture on my 1971 Astor

Hey everyone, very new to this and was wanting some advice.
I recently bought a 1971 astor electronics TV, radio and stereogram (model R53G/8A-CZ).
The radio and turntable work perfectly however I am having issues connecting it to my VCR.

My current set up is a universal video to RF modulator to an Outdoor Type Balun. I’ve screwed the balun into the antennae inputs on the TV unit. When I turn the TV on I get a lot of static (picture and audio). No tuning helps. Modulator does work on other CRTs.

Any advice?

Here is your problem:

"Converts Video & Sound into UHF signal, UHF channels 21-69 "

Er, that TV only receives VHF, channels 0 to 11...

What is the make and model of the VCR?
Chances are it may have a suitable VHF modulator in it.
