I have made a point of the matter of calibration of meters etc. I scrapped a very old battered Micronta one recently for going out of calibration.

I have repaired a VCT, an AVO 7X and a peak 200H about 4 Sig generators & a few others that have wax paper & oil caps in them & they have either let go or leaked like sieves, throwing things off.

There is no place for leaking caps in test equipment, in my book.

Just looking at post 2 in "way 2 wise" I see -40V: That cannot be. The cathode relative to ground should be around +7. That would indicate a serious miswire. in the cathode circuit. If it was measured as it should be?

If the cathode is open to ground it and the control grid normally go positive. If the OP tube is not working "B" will go high, as that is the tube that draws the most current when operating.
