 Capacitors - Checking Leakage with a Megger?

A modern hand held digital 'megger or look-alike' (ie. insulation resistance meter) is likely to have a neat current limited DC supply, so it can effectively act as the first stage of reforming and can show that process if the cap has been out of action for not too long a time. It can also show that 'reforming' for poly caps where the 'X' rated process of self-healing any pin-holes can sometimes be seen (on the meter) and even heard. I think such a meter can be very helpful in providing confidence before fitting a part - just have to remember to discharge the cap!

Comparing leakage current (insulation resistance) amongst a batch of NOS electrolytics may also give some added confidence.
