Hmmm, that used to be on a channel that's now in the VHF Marine band.

Obviously part of a large network such as taxi or police, it was connected by landline.

Sometimes, Telecom techs would use what they thought was an available (i.e. it had no battery on it) line to connect local extensions to PABX systems. It happened to my system once. We just kept listening until someone dropped a phone number. We rang it and tracked it down from there. It was easy to get cooperation - we just told them that whenever they used their phone, their conversation was being broadcast by radio all over Sydney! (True) Did the trick!
