The powder used to be available alongside the bottles of ferric chloride. I think they favour selling the powder because it is less harmful - probably only to the extent that it'll do less damage if swallowed or exposed to skin rather than no damage at all. Ferric chloride is quite a strong mixture and is active straight out of the bottle.

The white powder could be caustic soda as it reacts well with soft metals but I've never used it for PCBs so I can't be certain.
