With reference to this article
http://vintage-radio.com.au/default.asp?id=licences
how were licences for car radios accounted for?

Did the auto manufacturer pay for a licence when the radio was purchased, or when it was fitted, or was it left up to the purchaser of the car to get a licence?

It was covered by the licence for the home set.
The chances of someone being able to afford 1)a car, and 2)a radio for said car, at the time would more than likely mean there was already a licenced radio in the house.
Likewise, portables and kids crystal sets were covered.

Ah, ok thanks cool386. Though bear in mind that according to the article, the licence system wasn't scrapped until 1974 [much to my surprise!] and cars with radios were common place by then.
