65,000 km2 and a population of 6m. I imagine the place looks deserted at the best of times. With such lax road rules, I wonder what the road toll is like though.

I can imagine the police having to clean up splattered humans each morning. But perhaps the motorists there are smarter than average.
I don't understand why nobody would use the footpath. Is it too dangerous to be out alone? Or is everyone so lazy that they need to drive everywhere?

The corners of present day footpaths are ramped at the kerbs for handicapped accessibility - this comes in handy for biking, but watch out for turning vehicles as it's shown that turn-on-red increases accidents for bicyclists/pedestrians. Broad sidewalks on National Ave are essentially abandoned except for sparse women involved in 'solicitation' which is 'illegal' but no longer policed.
I cruise east, a gentle decline, from my Silver City area all the way to the backlit Allan Bradley clocktower, once known as the 'Polish Moon' in trendy, gentrified Walkers Point where it's best to go to the bike-lanes due to sidewalk cafes. The trip home is net incline and thus cardio stress, so caution is observed.

I was wondering what Turn-on-red is - but then I realise we have it here in a limited form. When I'm in Sydney the nearest set of lights has a sign saying I can turn if nobody's coming.
We have an odd rule when turning though, if there's a pedestrian wanting to cross the street you're turning into, you must give way - even if he's disobeying a Don't Walk light. Lots of motorists don't know that rule.

The rule is more akin to a motorists obligation to avoid a collision rather than specifically giving way.
Back when third party insurance was privatised in NSW, the law requiring traffic on an arterial road to come to a screeching halt if someone placed their feet on the road were abolished because the insurers didn't want to be up for peoples' stupidity. This led to green slip prices falling to as low as $170 per year - who can forget those days, when car rego became affordable for the first time. Obviously though, this did not include right-of-way at a crossing.
The changes didn't keep up with trends though. There are a lot of people who are now in wheelchairs (or worse) because they gingerly walked on to the road whilst their head was buried in their phone. Unfortunately, our greenslip prices fund the rehab and survival programmes for these people. Accidents they caused should be paid for by them and not car owners.
