Could there be PCBs in this cap?

There certainly could be PCB's in that one given its age...get rid of it. BUT to where??? as not nice to simply toss into the garbage bin as that puts someone else at risk.

It looks like it may well have been an modification at some point possibly when another cap in that spot had died and this was a quick fix.

Most PCB's can only be destroyed by incineration in a high temperature furnace.

Even some of the ordinary Waxed Paper caps had PCB in them. The most reliable of that pattern are the grey sealed ones, of which that is not one. It looks like one set in bitumen or wrapped in tar paper.

It is highly probable that it leaks (electrically) like a sieve. It actually may be a "B" filter.

Some local councils have annual collection points for chemicals, paint etc. Maybe they would take it.
