Im not sure if this is something that a program does or does it need to be manually activared

Not an uncommon problem on forum sites.
Just select the text, copy and paste it into your browser.
I habitually do this anyway, it avoids me being redirected to somewhere I hadn't intended. Safer.

External links are processed (here) by a separate process (called ZScan) because the spam filter over-rides the built-in one which would otherwise just render the URL text as a link instantly. This separate process has always been a delicate thing which runs through the database at random times and tries to convert anything it sees.

This process doesn't visit the website. It opens the database directly, so it can do its job even when the site is playing up.

On the new site, the link conversion will be a part of the website and work with the spam filter rather than in conflict with it, so the ZScan robot will no longer be needed.

Well, for me the site has been working well lately, it might get a hiccup here and there, but so does ebay or gmail!
So it appears your persistence is paying off.
