 Setting up OAK Vibrator contacts

I am overhauling the 24 volt OAK Vibrator on my Operatic "Mignon" 32 volt DC radio, and have a question to those expert members.
I have cleaned the contacts and replaced the rubber cushioning material inside the case.
My question is: Should one pair of contacts be closed and one pair be open in the normal power off condition??
