Can anyone give a ball park figure for a brown Bakelite empire state in need of restoration. The case is good,speaker cone eaten away and speaker cloth bad.

Brown is less common than black in this model. Usually $600 to $1,000 depending on the condition of the cabinet.

Some collectors can recone the speaker for you, or you can hunt around for a cheaper badge-engineered AGE Bandmaster, usually in a timber cabinet and rat the speaker from that, should the timber cabinet be beyond economical repair.
